An article from Transport Topics explains CSA 2010 in detail.

Below are some comments as forwarded to me by Jack Waldo of Stephens Research Group.

"The impact of CSA 2010 was arguably the hottest topic at our Annual Transportation and Logistics Conference. Trucking executives spent a great deal of time discussing internal measures being taken to ensure CSA compliance and, as you can imagine, were quick to speculate on what type of impact CSA would have on trucking capacity and rates. I would say the consensus at our conference was:
  
1) CSA would impact 25% - 30% of the driver pool in some way.
  
2) CSA would permanently remove 5% - 10% of truckload capacity.
  
3) CSA would lead to truckload rate increases of 5% - 7%, beginning next year.
  
4) CSA would cause shippers to be more selective in whom they do business with (leaning more towards larger, better known asset-based truckers as opposed to smaller carriers and/or freight brokers).
  
5) CSA would lead to a $0.01 - $0.03 per mile increase in driver pay beginning next year."
